Shown is a Third Ave Railroad, ex-cable car on the yet unfinished Flatbush Ave Extension that connected Fulton St. in Brooklyn with the new Manhattan bridge.
The Manhattan Bridge Three Cent Line began service with borrowed cars such as this one, as their new Perley Thomas double truckers had not yet been delivered.
