The photographer is standing beneath the access ramp from Grant St to the Penn Lincoln Parkway East to record this 1700-series car outbound on Grant St in front of the B&O Railroad Station at Grant St and First Ave. Prior to construction of the Penn Lincoln Parkway during the 1950s, the photographer would have been in the middle of the train shed for the B&O passenger station.
